Summary:
Plans, directs and participates in the daily operation of the program, ensuring quality of care, appropriate staffing and staff support and effective participation in the wider service system to support continuity of client care.

ADMINISTRATIVE/SUPERVISORY DUTIES AND RESPONSIBILITIES:
• Supports and articulates the program and organization mission to staff, consumers, providers and others.
• Through policy, behavioral example and leadership, establishes a program culture of mutual support & respect, personal responsibility & empowerment and continuing creative improvement in staff skills and program services.
• In collaboration with Program Director, plans the program’s direction, sets program goals, and develops program policies that reflect the mission of the program and the organization.
• Organizes program structure to support the implementation of identified direction, goals and policies and leads staff in implementing them.
• Participates in the development of and monitors the program budget, ensuring that budget targets are met. Establishes and implements productivity expectations.
• Monitors program revenues, expenditures, resource needs and utilization; manages resources to correspond with budgetary requirements.
• Monitors and ensures quality of care in service provision, risk assessment, collaboration and documentation.
• Actively participates in the Continuous Quality Improvement process through the formulation of indicators, the meeting of thresholds, the evaluation of outcomes and participatory planning for service improvement.
• Ensures that the program meets all organization and licensing standards, regulations and policies, including the posting and notification of Client Rights and grievance procedures information, the consistent adherence to client confidentiality standards and maintenance of safe program practices, including the consistent practice of universal precautions.

CLINICAL DUTIES AND RESPONSIBILITIES:
• Provides clinical leadership and direction in providing program services in an appropriate and time effective manner.
• May provide direct services as needed, including the completion of appropriate clinical documentation in each case.
• Ensures program commitment to client, family and other involved parties’ participation in assessment, treatment and/or disposition planning as appropriate. Ensures that program staff respond to consumer and family concerns and questions in a helpful, timely, thorough and respectful way.
• Ensures that the Human Rights of clients in the program are respected and protected.
• Ensures that all clinical documentation is completed in an accurate, complete and timely manner in compliance with all legal, licensing and regulatory requirements.
• Ensures that all clinical records and privileged consumer information is kept strictly confidential in conformity with state and federal law and regulations. Ensures the confidentiality of all client information and release of information from area(s) of responsibility. Education and/or

EXPERIENCE:

• 1-2 years residential experience
• Valid driver’s license
• Experience working with dual diagnoses (MH/SA) or substance abuse preferred.
